For Arab societies to avoid becoming like Gotham City, the strategies must address these core issues, drawing on both universal principles of good governance and civic engagement, as well as considering the specific contexts and challenges within the Arab world.
Here’s a multi-faceted approach:
1. Building Trust and Accountability in Institutions:
- Combating Corruption Systematically: Corruption (“wasta” and cronyism, as highlighted in some contexts) erodes public trust. This requires:
- Stronger Rule of Law: Enacting and consistently enforcing anti-corruption laws without exception.
- Judicial Independence: Ensuring courts are impartial and free from political interference.
- Transparency: Making government processes, budgets, and public contracts open to public scrutiny.
- Independent Oversight Bodies: Empowering anti-corruption agencies, audit institutions, and human rights commissions with real power and independence.
- Enhancing Governance and Service Delivery: When public services (education, healthcare, infrastructure) are poor or require informal connections, it breeds cynicism. Improving the quality and accessibility of these services fairly helps restore faith in the state.
